Mr. Kemp would receive substantive promotion
were he appointed Head of the Sanitary Department, and I should be most unwilling to make any proposal which would interfere with such promotion. But Mr. Kemp is designated as the successor
to Mr. Seth, when that officer retires. That is an event to which I look forward, as apart from his incompetence, which I have already reported on, the state of affairs which arose out of his claim to be independent of the Chief Justice and which has lingered on for nearly 6 months, makes him a very useless officer. I presume however that Mr. Kemp's appointment as Head of the Sanitary Department would not preclude his being appoint-
-ed Registrar when the occasion arises.

With regard to Mr. Wood's appointment as Senior Deputy Registrar, I have already supported Mr. Lee-Jones' application for that post. It would in my opinion be a great pity to deprive that officer of promotion he has well merited, by putting an Officer over his head who knows nothing of Registry work. Neither the legal studies which Mr. Wood has made in England while on leave, nor the experience he has gained as Second Magistrate, of themselves are any qualifications for the post of Senior Deputy Registrar.
